James Henderson is an Economic Development Manager with the Economic Development Department at the City of San Antonio. Prior to joining the Department, James served with the Office of Military Affairs, the Fort Sam Houston Community Development Office, and the International Affairs Departments. Before joining the City of San Antonio in 2005, James worked on international development and security issues at foundations and research organizations in the United States and Europe. James was a scholar at the East European Studies program of the Woodrow Wilson International Center for Scholars, a Fellow at the NATO Parliamentary Assembly, and attended the 55th Annual National Security Forum at the US Air War College. James earned a Bachelor’s degree from the University of Washington and graduate degrees from The George Washington University and the Josef Korbel School of International Studies at the University of Denver.
